Abstract

A projekt célja a magyar választási rendszer és az 1990 utáni magyarországi választások vizsgálata volt. A komplex kutatás az országgyűlési, az önkormányzati és az európai parlamenti választásokra és az országos népszavazásokra terjedt ki. Áttekintette a vonatkozó törvények létrejöttét, azok 1989-2010 közötti változásait, a választásokkal és népszavazásokkal kapcsolatos alkotmánybírósági döntéseket és a választási rendszer reformjára vonatkozó koncepciókat. Létrejött az analízist megalapozó települési szintű adatbázis a parlamenti választások eredményeiről. Sor került a hat választás komparatív vizsgálatára elsősorban az eredmények arányossága, a választói aktivitás, a választási rendszer képviseletre és a pártrendszerre gyakorolt hatása tekintetében. Kialakult a parlamenti, az önkormányzati és az EP-választások eredményei összehasonlító elemzésének módszertani háttere. Megtörtént a népszavazással kapcsolatos politikai és szakmai viták áttekintése. 2010/11-ben az alkotmányozási folyamat választásokkal és népszavazással kapcsolatos kérdései jelentettek új feladatot. Az OTKA-kutatás főbb részeredményei elsősorban tudományos konferenciákon, részben nyomtatott és online publikációkban folyamatosan közlésre kerültek. 2011-ben sikerült bekapcsolódni az Electoral System Change in Europe Since 1945 nemzetközi projekt munkájába. Az OTKA-kutatás eredményeit összefoglaló kötet összeállítására a munkatervnek megfelelően 2012-ben kerül sor, publikálása várhatóan online formában történik. | The goal of the project was to examine the Hungarian electoral system and the post-1990 elections in Hungary. The complex research covers the parliamentary, the local and EP elections and referendums. It gives a review of the creation of the relevant laws, their changes from 1989 to 2010, the decisions of the Constitutional Court regarding elections and referendums along with the concepts regarding the reform of the electoral system. A settlement level database about the results of the parliamentary elections, underlying the analysis, was also created. The comparative review of the 6 elections was also processed mainly as to the proportionality of the results, to the electoral activity, as well as the effect the electoral system had on representation and on the party system. The methodological background of the analysis as for the results of the parliamentary, local and EP elections was also set. The overview of political and professional debates regarding the referendum was completed. In 2010/11 new, referendum and election issues and questions arose concerning the constitutional process. The main sub-results of the OTKA-research were continuously published mainly in thematic conferences, partly in print and partly online. In 2011 we joined the international project called Electoral System Change in Europe Since 1945. The volume summarizing the results of the OTKA-research will be published, according to the schedule, in 2012 and is due to happen online.
