Abstract

Magyarországon sem a várostérségi együttműködésnek, sem intézményesítésének nincsenek hagyományai. A kutatás három hazai viszonylatban agglomerációnak tekintett, európai léptékben viszont középvárosi térségnek számító nagyvárosi térséget, a Győr, a Miskolc és Pécs központút vizsgálta. Az elemzés kiindulópontja volt, hogy a globális gazdaság működési logikájában a nagyvárosok térszervező szerepének radikális felértékelődése megy végbe, ezért a három térséget a kooperáció tereiként értelmezte. Következésképp a kutatás tematikailag négy fő irányt ölelt fel, az agglomerációk jelentőségét vizsgálta egyrészről közjogi, azon belül intézményi-szervezeti, illetve közigazgatás-szervezési szempontból, másrészről közgazdasági, sőt kifejezetten gazdaságfejlesztési aspektusból, harmadrészt tervezési, negyedrészt kormányzási kérdéseket feszegetett. Az összegzett eredmények azt mutatják, hogy egyik városrégióban sem található az önkormányzatok együttműködését átfogó módon formalizáló intézmény. A városok saját térszervező aktivitása helyett a központi kormányzat által kínált vagy inkább előírt „horizontális” formák váltak a város és környéke együttműködésének keretévé. A tényleges agglomeratív kapcsolódások és szimbiózis, ami a nagyvárost és közvetlen környékét összeköti sem az igazgatási, sem a gazdasági hálózatok szisztematikus kiépítését nem tudta kikényszeríteni, s egyelőre nincs alapja az EU által a városi térségek tekintetében különösen forszírozott governance struktúrák létrejöttének. | In Hungary there is a lack of tradition of city-suburban cooperation. Hungary is a strongly centralised unitary state with fragmented local governmental. In this framework the absence of any regulation of urban-rural linkages can be established – apart from the Budapest metropolitan area. The research work has focused on the three nominated Hungarian city-suburban areas Győr, Miskolc and Pécs (medium-size cities on European scale). The main question of the basic research was in what ways do urban areas differ from traditional urban-rural relations, and what factors reinforce the usage of governance as a special methodology of cooperation. To summarize the findings we can recognize significant obstacles in adaption of governance structures on the one hand, and on the other the very weak vertical connections between the different political levels, owing to the rejection of decentralisation by the state. The agglomerations are still no more than subjects of statistical data collection. That means none of the city regions have institutions that have comprehensively formalised the cooperation, there is no harmonised joint transportation management and there is no joint planning activity, both the core cities and the municipalities in their agglomeration do planning separately and in isolation. Consequently the Hungarian city regions could have a perspective of being networked if they have a chance to intensively integrate into a border region with competitiveness objectives.
