Abstract

A hiányzó kereskedős áfacsalás a határon átnyúló áfacsalások közé tartozik, és súlyos problémát jelent az Európai Unióban. Mindemellett eddig csak kevés becslés készült az ennek következtében be nem fizetett áfa összegének megállapítására, ami a Közösségen belül 20-100 milliárd euróra tehető. A hiányzó kereskedős áfacsalások értékének meghatározása tehát lényeges és egyben érdekes kihívás; erre vállalkoznak a szerzők is, amelyhez egy új becslési eljárást dolgoztak ki, lévén, hogy a nemzetközi szakirodalomban nem áll rendelkezésre ezzel kapcsolatos módszertan. Eredményeik szerint a hiányzó import a nemzeti számlákban elszámolt import 0,3-0,5 százaléka lehetett 2015 és 2020 között, amelynek átlagosan 52 százaléka volt ilyen jellegű áfacsalásokhoz köthető. = Missing trader intra-Community (MTIC) fraud is a cross-border value added tax (VAT) fraud and a serious problem in the European Union. However, only few estimates have been made of the resulting amount of unpaid VAT, which ranges from €20 billion to €100 billion in the Community. Determining the magnitude and evolution of MTIC VAT frauds are therefore an important and interesting challenge; and this is what the authors also undertake. For this purpose, a new estimation procedure has been developed, given that no relevant estimation methodology is available in the international literature. Using this method, the authors calculate imports not detected due to MTIC VAT fraud and the amount of VAT not paid to the budget because of this fraud. According to their results, the missing imports may have been between 0.3 and 0.5% of the imports recorded in the national accounts between 2015 and 2020, of which an average of 52% was due to MTIC VAT fraud.
