Abstract

In my thesis, I examined the microeconomic (farm-level) impacts of the EU accession. In the fi rst step i.e. the analysis of the macro-environment I focused not only on the economic, social, technical and environmental aspects of the Hungarian farms, but also I analysed the political and legal aspects. The political and legal issues were assessed through the complex evaluation of the support system of the Common Agricultural Policy (CAP), because the level of the agricultural subsidies has direct and very signifi cant impacts on the operation and the profi tability of the farms. I summarized the objectives and the planned measures of new CAP reform, through the last proposal set out by the Commission in October 2011, according to the aspects of the Hungarian farms. Through an international comparative analysis, I made an examination and assessment of the Visegrad countries and the EU-15 member states based on the data of the FADN public database, and I explored the different fi nancial results, profi tability and effi ciency factors of the farms, as well as the distribution of agricultural subsidies in the different Member States. I introduced and assessed the agricultural sector of these countries and the differences in their development processes and subsidy (direct payment) level. I evaluated the fi nancial results of the Hungarian farms in the pre- and postaccession period through the analysis of the ROE of agricultural enterprises. As a result of my calcu lations I could determine the losers and the winners of the EU accession according to different size categories and farm types. According to the Hungarian FADN data, the most successful farm type was the fi eld crops, while the importance and the profi tability of the different livestock farms have decreased radically. Using linear regression models, I determined the different correlations between the factors determining the ROE both in the pre- and post-accession period, which made a statistical evidence of my former research results. I completed a survey research among Hungarian farms in 2004 and 2008-2009 in order to recognize and evaluate their opinion, preparedness, expectations, and information level in connection with the EU accession. The results of my researches confi rmed that the appropriate information level of the farms is a key question for the adaptation of the impacts of the accession. The results of my thesis may give a wide base of further examinations and researches, as the future changes in the agricultural policy may change the economic background of the different agricultural enterprises, thus, it may bring new opportunities and new threats for all stake holders of the agricultural sector. The new reform of the Common Agricultural Policy may give new opportunities for the Hungarian farms; taking or missing its advantages may determine the whole Hungarian agricultural sector and the life quality of the rural population of Hungary for the next decades.
