Abstract

Kína a világpolitika és a globális gazdaság egyre mérvadóbb szereplője, „nemcsak piaci, gazdasági tényező, hanem egyben globális arányokban is növekvő befolyású politikai, katonai és civilizációs hatalom,” olyan aktor, amelynek kezében ott van a tematizálás lehetősége és esélye – amellyel természetesen él is, hiszen ez jól érthető hosszú távú érdeke. Az érdek legfőbb háttér-mozgatórugója a magasra kalibrált, csaknem 11 százalékos gazdasági növekedés, amely – bár sokak szerint csak rövid ideig tartható fenn – még hosszú évekig fejfájást okozhat a világ vezető, és Kína ázsiai geopolitikai terének kisebb (jelentéktelenebb) országai számára – egyszerűen azért, mert ténylegesen létezik, és még inkább, mert a modell láthatóan működik. Növekedésének fenntartásához elementáris szüksége van nyersanyagokra, mégpedig többségében olyanokra, amelyeket az afrikai kontinens nagy mennyiségben rejt magában. Részben nyersanyagéhsége hajtja, hogy hangsúlyokat tekintve egyeduralkodó legyen az afrikai kontinensen befektető, különféle projektek formájában jelen lévő nemzetek klubjában. A tanulmány a kínai–afrikai kapcsolatoknak a világpolitikában és világgazdaságban betöltött jelentőségét szándékozik bemutatni, külön elemezve a kapcsolatokban az elmúlt pár évben lezajlott változásokat és azok valószínűsíthető – sok esetben már most alátámasztható – eredményeit. The study discusses the significance of the Sino-African relations in world politics and the world economy with a special emphasis on the changes within the relations in the past few years and their likely results – which can be assessed in a lot of cases even now. The analysis, after briefly taking stock of the history of the Sino-African relations from the Silk Road through the influential admiral of the Ming Dynasty, Zheng He and the principles of Bandung, which are still relevant, to Zhao Ziyang’s new Africa-policy, focuses on the questions of balance within the relationship: whether China is treating Africa as an equal partner? Is it only interest that is guiding in its attempt to „conquer” the African continent, that is, the wish to sustain its high, almost 11 percent annual growth rate and ensuring the raw materials necessary for it? However, China is seen as a danger to Africa by a number of people. They argue that the far too cheap Chinese goods, which appear in ever larger quantities in the gradually shrinking African markets, create an unfair competition to the Africans. Is China in the business of neocolonialism? One thing is certain: China’s philosophy és communication based on ”old friendship” is more successful than the Northern endeavors. South African President Thabo Mbeki is right that Africa is not deciding what it wants to do with the consequences arising from international partnerships because it is mainly concerned with opportunities for development. As a result it may miss a chance of taking the opportunity to creat conditions conducive to serious changes in the life of the continent. I agree with a number of scholars that ”growth/development” starts at home, and if China helps in this effort, then Africa strategically needs to define this relationship in accordance with its own interests. As China was able to formulate its own Africa strategy, likewise the Africans are to define their China-policy.
