Abstract

A huszonegyedik században a feltörekvő államok kezdeményezésére két olyan multilaterális fejlesztési bank is létrejött, amelyek szakítva az USA és nyugati államok dominanciáján alapuló Bretton Woods-i intézményrendszerrel, a feltörekvő és fejlődő országok fejlesztésfinanszírozási koncepcióját hivatottak elősegíteni. Kína nagyon jelentős szerepet töltött be mind az Új Fejlesztési Bank, mind pedig az Ázsiai Infrastruktúra Beruházási Bank felállításában. A BRICS-országok által életre hívott multilaterális fejlesztési bank az első a világon, amelyben megalapításakor az öt alapító ország egyenlő szavazati hányaddal rendelkezett, és amely, valóban a feltörekvő és fejlődő országok igényeire koncentrál. Ebben a bankban egyetlen nyugati fejlett állam sem rendelkezik részvényhányaddal. Bár az Ázsiai Infrastruktúra Beruházási Bankban a legnagyobb részvényes tagország Kína megkerülhetetlen, a bankhoz számos fejlett ipari állam is csatlakozott időközben, és a bank működési mechanizmusai hasonlóak a Bretton Woods-i pénzügyi fejlesztési intézményrendszeréhez. Mindkét új pénzintézet versenyhelyzetet teremt az 1944-től kiépült bretton woods-i nemzetközi fejlesztésfinanszírozási intézményrendszernek, az Új Fejlesztési Bank leginkább a Nemzetközi Újjáépítési és Fejlesztési Bank vetélytársává nőheti ki magát, míg az Ázsiai Infrastruktúra Beruházási Bank a 60-as években létrehozott Ázsiai Fejlesztési Bank működési területén szerezhet pozíciókat. | In the twenty-first century, two multilateral development banks have been set up at the initiative of emerging countries to promote the concept of development finance for emerging and developing countries, breaking away from the Bretton Woods institutional system based on the dominance of the US and Western states. China has played a very significant role in the establishment of both the New Development Bank and the Asian Infrastructure Investment Bank. The BRICS multilateral development bank is the first of its kind in that its five founding countries had equal voting shares at the time of its establishment and which is truly focused on the needs of emerging and developing countries. No Western developed country has a stake in this bank. Although China is the largest shareholder in the Asian Infrastructure Investment Bank, it has been joined by a number of advanced industrialised countries, and its operating mechanisms are similar to those of the Bretton Woods financial development institutions. Both new financial institutions will create competition for the Bretton Woods system of international development finance institutions, which has been in place since 1944, with the New Development Bank most likely to rival the International Bank for Reconstruction and Development, while the Asian Infrastructure Investment Bank could gain a foothold in the operational area of the Asian Development Bank, which was established in the 1960s.
