Abstract

A korlátlan piaci rendszer társadalmi hatékonysága a rendelkezésre álló munkaerőállomány (és minden más input) felhasználása szempontjából - a mainstream közgazdaságtan által hirdetettel ellentétben - rendkívül rossz: a profitszempontú vállalat csak a saját körébe vont erőforrásokkal gazdálkodik, a 'megtakarításokat' kilöki a társadalom holt vízébe, ahol azokkal a közszférának kell(ene) boldogulniuk. A vállalati hatékonyságért tehát a társadalom rendkívül nagy költséget fizet. (Pöttyös-labda effektus). A technikai haladással a termelés élőmunkaigénye történelmi perspektívában csökken, de ez csak a fent nevezett pöttyös-labda effektus miatt okoz munkanélküliséget. A kapitalista gazdaság növekedésének foglalkoztatás-elaszticitása csökkenő, sőt negatív. A tőkelogika a szabadidőt a munkaerőállomány egyik oldalán halmozza fel (munkanélküliség), míg a másik oldal a termelékenység élőmunkaigényt csökkentő hatásából nem részesül: vagyis az egy foglalkoztatottra jutó átlagos leadandó munkamennyiség nem csökken. A tartaléksereg nyomása alatt a foglalkoztatás körülményei régiónként különböző mértékben és formában, de mindenütt romlanak. A munka már a 2008-ban kirobbant válság előtt is fokozott mértékben alá volt vetve a tőkének, a profittermelés céljainak, amely alávetés nem kis részben oka a válságnak. Ebben a helyzetben a foglalkoztatáspolitika csak olyan mértékben és körben lehet sikeres, amilyen mértékben és körben kizárja a piaci folyamatokat. | The efficiency of the unrestricted market system as far as the utilization of the workforce and many other inputs are concerned is very low if we measure it on macro level. A profit-oriented company manages only the inputs what it integrates into its own activity and it throws its savings out to the 'dead water' of the society where these have to be managed by the public sphere. The society pays very big price for the efficiency or profitability of the companies. ('Spotted-ball effect'.) Thanks to the technological development the live labour need of the production is decreasing in historical perspective. This however causes unemployment only because of the above mentioned spotted ball-effect. The employment-elasticity of the capitalist economic growth is decreasing or even negative. The logic of the capital accumulates the spare-time on the one side of the workforce (unemployment) while the other side does not enjoy the decreasing need for the live labour: it means that the amount of the job per employee does not decline. Under the pressure of the reserve army of the workforce the circumstances of the work deteriorate. The labour has been increasingly submitted to the capitalist profit production even before the world economic crisis began in 2008 and this submission has been partly the reason for the crisis. In this situation the employment policy can be effective only to the extend in which it excludes the market mechanisms.
