Abstract
"In the Ukrainian Parliament a Committee on Human Rights, National Minorities and International Relations has been in operation since 1994. The Committee deals with issues to do with ethnic politics, Ukrainians beyond Ukraine’s borders, citizenship and constitutionality, gender, victims of deportation and political persecution, refugees and migrants. The Committee’s work suffers from very limited media coverage. It is little known that the Committee has had several meetings to discuss the potential legal regulation of national-cultural autonomy. This study analyzes these attempts, and it compares them to the views of ethnic communities in Ukraine as shown in censuses and other political acts as well as Ukrainian historical traditions."
