Abstract

A NATO napi működésében rutinszerűnek tekinthető a tagállami érdekek ütközése. A belső konfliktusok megelőzése és hatékony kezelése-megoldása a folyamatos politikai konzultáció, a konszenzusépítés feladata. A hatékony konzultáció kulcsfontosságú tényező a Szövetség evolúciójában és fennmaradásában. A cikk röviden áttekinti a NATO-n belüli politikai konzultáció történetét, az intézményi evolúció mellett néhány példán keresztül megvizsgálva a konszenzusépítést és döntéshozatalt érintő kérdések összefüggéseit és történelmi előzményeit. = Disagreements and conflicts of national interests are natural phenomena of NATO’s daily operation. Continuous political consultation and consensus-building among member states also serve the timely prevention, and when necessary, the swift resolution of these conflicts. Efficient consultation has proved to be indispensable for the survival and transformation of the Alliance. This article attempts to provide a short overview of the institutional origins and history of political consultation through some examples, while also examining the relationship between consensus-building and decision-making.
