Abstract

The question of war and peace has risen to the top of the list of wicked, seemingly insoluble problems in the first quarter of the 21st century, because of the threat of nuclear destruction and the unintended negative consequences of a protracted hybrid war. Complex thinking, capable of dealing with paradoxes, must be part of the repository of governance capabilities for decision-making if we are to avoid unresolved conflicts that bury the achievements of human civilisation. The future is sanctioned by our decisions, wittingly or unwittingly, on a daily basis. In order to understand the chain of wars that have many components and many sources of conflict, it is worth distinguishing between the immediate causes and motivations that trigger war and the emergence of deeper, long- standing conflicts and the economic and political interests linked to armaments and the use of weapons. The notion of the military-industrial complex has come to the fore again.
