Abstract

Barnamezős területeknek azokat a területeket nevezzük, amelyeket korábban jellemzően ipari, kereskedelmi vagy katonai célokra használtak, és alacsony koncentrációjú szennyezéssel terheltek, ezért lehetséges az újrahasználat, a funkcióváltás. A barnamezős beruházások zöldmezős beruházásokkal szembeni egyik legfőbb előnye, hogy egyrészt a közmű-infrastruktúrát és úthálózatot nem szükséges már kialakítani, mert ez már kiépült, másrészt a fejlesztés területtakarékos. További előny, hogy a beruházás a környezeti állapotok javítása mellett valósul meg, hozzájárulva a településrész felértékelődéséhez, a fenntartható fejlődéshez. = Brownfield areas are, those areas that were previously typically used for industrial or commercial purposes and that were loaded with low concentrations of pollution, but it is possible to reuse the area after rehabilitation and change its function. One of the main advantages of brownfield investments over greenfield investments is, that on the one hand it is not necessary to build the utility infrastructure and road network, because it is already built, and on the other hand the development is space saving, as it is not necessary to declare new green or agricultural areas as construction areas. Another advantage is that the investment is implemented in addition to the improvement of the environmental conditions, contributing to the growth and sustainable development of the settlement. At the same time, in the master plan the challenge is to create an attractive regulatory environment for investors, but on the other hand, in long-term sustainable transport for the brownfield area and the district has to be ensured. Using the experience of a case study in Hungary, the authors present the decision making model they have developed, which helps to make the right choice of sustainable settlement and transport planning methods and sustainable transport development tools in the preparation and implementation of brownfield investments. = Bei Brachflächen handelt es sich um Flächen, die früher typischerweise für industrielle oder gewerbliche Zwecke genutzt wurden und die mit geringen Schadstoffkonzentrationen belastet waren, die aber nach der Sanierung wieder genutzt und in ihrer Funktion verändert werden können. Einer der Hauptvorteile von Brownfield-Investitionen gegenüber Greenfield-Investitionen besteht darin, dass zum einen die Versorgungsinfrastruktur und das Straßennetz nicht gebaut werden müssen, da sie bereits vorhanden sind, und zum anderen die Erschließung flächensparend ist, da keine neuen Grün- oder Agrarflächen als Baugebiete ausgewiesen werden müssen. Ein weiterer Vorteil ist, dass die Investition zusätzlich zur Verbesserung der Umweltbedingungen getätigt wird und somit zum Wachstum und zur nachhaltigen Entwicklung der Siedlung beiträgt. Gleichzeitig besteht die Herausforderung im Masterplan darin, ein attraktives regulatorisches Umfeld für Investoren zu schaffen, andererseits muss langfristig ein nachhaltiger Verkehr für die Brachfläche und den Stadtteil sichergestellt werden. Anhand einer Fallstudie in Ungarn stellen die Autoren ein von ihnen entwickeltes Entscheidungsmodell vor, das bei der Vorbereitung und Umsetzung von Brachflächeninvestitionen die richtige Wahl von Methoden der nachhaltigen Siedlungs- und Verkehrsplanung sowie von Instrumenten der nachhaltigen Verkehrsentwicklung unterstützt.
