Abstract
In the 21st Century, countries worldwide had to face new security challenges. The fight against terrorism, the pandemic, the migratory pressure and other facts, furthermore, the political circumstances all over the world have spurred the internal legislatures to pursue more active legislation. In many cases, the legislation has become symbolic and such statutory definitions have been adopted and inserted into the substantive criminal law, which has caused serious concerns not only for the theory but also for the practice. There has been an increase in the number of criminal offences which were regulated by the domestic criminal code but they don’t appear in the criminal-statistics. The aim of the paper is to analyse the process described above regarding to Hungary and to make conclusions in this field.
