Abstract
The author became interested in István J. Kováts’s speeches to the National Assembly when she was writing a study on Istvan J. Kovats, the eminent lawyer and theologian. In his autobiographical work entitled ‘The Sermon of a Life’ he gives a detailed account of the period between 1920 and 1922, which still offers much to be discovered in terms of public law (regarding especially the circumstances of passing the Act I of 1920). On the other hand, while researching J. Kováts’ work, with great delight did she discover that István Kováts also dealt with constitutional law in addition to his theological and ecclesiastical work. In 1938, he published a volume entitled Constitutional Theory, an 80-page lecture note used in theological education. The largest part of the lecture note was devoted to questions about the state organisation, and the most important part was the presentation of the operation of the Parliament. This study offers the readers a foretaste of István J. Kováts’ activity in the National Assembly.
