Abstract

A felsőoktatási intézmények innovációs tevékenységét, tudástranszfer-funkciójának érvényesülését indikátorokkal mérik. Az indikátorokkal való mérésnek – célszerűsége ellenére – számos elvi és gyakorlati korlátja van. Ez a tanulmány összefoglalja annak az empirikus felmérésnek az eredményeit, amelyben a szerzők olyan, kiválasztott indikátorokat vizsgáltak, amelyek alkalmasak lehetnek a felsőoktatási intézmények innovációs, szellemitulajdon-védelmi és technológiatranszfer-tevékenységének, illetve az e tevékenységeken belüli szervezeti teljesítmények mérésére, egyrészt az intézményen belül, másrészt az intézmények közötti összehasonlításban. Az empirikus felmérés eredményeinek elemzése segít áttekinteni a komplex és sokrétegű szempontrendszer azon, néhány hangsúlyosnak tekintett elemét, amelyek alapján kiválaszthatóvá válnak a megfelelő tartalmú indikátorok – akár a saját használatú, intézményen belüli mutatók, akár egy ágazati szintű, standard indikátorkészlet. A tanulmány szerzői a bemutatott helyzetkép alapján javaslatokat fogalmaznak meg az indikátorok használatára vonatkozóan, a jelenlegi gyakorlat jobbá tétele érdekében. = The innovation activity of higher education institutions and the effectiveness of their knowledge transfer function are measured with indicators. Measuring with indicators – despite its expediency – has many limitations in principle and use. This article summarizes the results of an empirical survey, in which the authors examine selected indicators that may be suitable for measuring the innovation, intellectual property protection and technology transfer activities of higher education institutions, as well as the organizational performance within these activities - on one hand within the institution, on the other hand in the comparison between institutions. In the analysis of the results of the empirical survey, some elements of the complex and multi-layered system of criteria considered to be important are reviewed, on the basis of which the indicators with the appropriate content can be selected – either those within the institution for its own use, or a set of standard indicators at sectoral level. Based on the presented situation, the authors of the article make suggestions for improving the current practice in the use of indicators.
