Abstract

A közgazdaságtan számára a következő évtizedek egyik legnagyobb kihívásának a környezeti fenntarthatóság kérdése látszik. A klímaváltozás elleni harcban a jegybankok, mint meghatározó gazdaságpolitikai intézmények világszerte egyre érdemibb szerepet vállalnak. A fenntarthatóságot támogató jegybanki intézkedések megvalósítását az tette lehetővé, hogy a központi bankok szerepéről alkotott kép megváltozott a közgazdasági gondolkodásban. A Magyar Nemzeti Bank a jegybankok között is élen járva kezdte el integrálni a fenntarthatósági szempontokat a működésébe. Tanulmányunkban bemutatjuk, milyen elméleti alapokon nyugszik a jegybankok szerepvállalása a klímaváltozás elleni küzdelemben és hogy a Magyar Nemzeti Bank milyen alapelvek mentén, hogyan tudta érvényesíteni a monetáris politikai eszköztárában a környezeti fenntarthatósági szempontokat. A zöld monetáris politikai eszközein keresztül az MNB elsődlegesen a lakáspiac energiahatékonyságának fejlesztésére tudott célzott módon hatni, ugyanakkor jelen van a környezeti szempontból fenntartható pénzügyi instrumentumok piacán is. Az egyes programok eredményeinek és – ahol lehetséges – környezeti hatásainak ismertetésén keresztül szemléltetjük az MNB zöld monetáris politikájának gyakorlati megvalósulását. = One of the biggest challanges for economists in the coming decades seems to be the issue of environmental sustainability. Central banks, as key economic institutions, are also playing an increasingly important role globally in the fight against climate change. The implementation of central bank measures to promote sustainability was made possible by a shift in the way central banks are perceived in economic thought. The Magyar Nemzeti Bank has been at the forefront of central bank efforts to integrate sustainability considerations into its operations. In our study, we present the theoretical basis for the role of central banks in the fight against climate change and the principles on which the Magyar Nemzeti Bank has been able to mainstream environmental sustainability into its monetary policy instruments. Through its green monetary policy instruments, the MNB has been able to have a targeted impact primarily on the energy efficiency of the housing market, but it is also present in the market of environmentally sustainable financial instruments. We illustrate the practical implementation of the MNB's green monetary policy by describing the results of the individual programmes and their potential environmental impact.
