Abstract

A tanodamozgalom első két évtizedében elsősorban európai uniós források álltak rendelekezésre, ami a rövid, kiszámíthatatlan és nem folyamatos pályázati ciklusok miatt okozott problémát a tanodák számára. E forrásokat 2019-től állami források váltották fel. Ez a finanszírozási forma stabil és kiszámítható, így kedvez a tanodák működésének. Ugyanakkor az állami támogatás első éveinek tapaszatalatai alapján úgy tűnik, a finanszírozási nehézségek nem oldódtak meg. Írásunkban a finanszírozási nehézségek, valamint az ezek hátterében álló okok feltárására vállalkozunk. Nyolc tanoda képviselőjével készítettünk interjút, továbbá a finanszírozással összefüggő elérhető adatokat, statisztikákat tekintettük át. Eredményeink szerint a tanodák többsége, bár látszólag államilag finanszírozott módon végzi tevékenységét, a valóságban – elsősorban adományok és önkéntesek munkája által biztosított – kiegészítő forrásokra támaszkodik feladatai megfelelő ellátása érdekében. A finanszírozási problémák középpontjában a tanodai szakemberek fizetése áll, a tanodák költségvetésének legjelentősebb hányadát a humán erőforrás költségei teszik ki. A kiegészítő szolgáltatások (pl. étkezés, szabadidős, kulturális programok) hiánya könnyebben áthidalható, mivel e programelemek költséghányada jóval alacsonyabb, valamint külső források bevonása (pl. adományok, pályázatok) is egyszerűbb. Az interjúk felvétele óta eltelt időben a tanodák pénzügyi nehézségei vélhetően tovább erősödtek (pl. infláció növekedése, közüzemi költségek és üzemanyagárak emelkedése, KATA kivezetése), így a tanodák finanszírozási helyzetének rövid távú rendezése nélkül reális a veszélye a tanodák tömeges bezárásának. | In the first two decades of their history, Hungarian after-school programs for students with low SES were primarily funded from European Union resources. This meant short, unpredictable periods of funding which lacked continuity, thus making the work of after-school programs challenging. Since 2019, these European Union resources have been replaced by state resources. This change has, on the one hand, brought stability and predictability. On the other hand, however, the experience of the first years suggests that state funding failed to solve the financial challenges of these programs. This paper describes the stumbling blocks of after-school program funding, and explores the reasons behind these. We interviewed eight after-school representatives, and analyzed the publicly available financial data and statistics. We conclude that although after-school programs in Hungary appear to operate from state funding, most of them heavily rely on additional resources – that is, donations and volunteer work, primarily – to be able to properly perform their duties. The core financial problem is the salary of after-school staff. This is not surprising, given that human resource costs account for the largest part of the budget of these programs. It is easier to terminate supplementary services (e.g., meals, recreational and cultural programs), since these represent a much smaller part of the budget, and, alternatively, these may be more easily funded from external resources (donations, other tenders). Since our data collection, the financial difficulties of after-school programs for students with low SES have probably become even more severe (e.g., rising inflation, soaring energy prices, changes to the KATA tax scheme), hence, without providing short-term financial stability for these programs, there is a high risk of mass business shutdown.
