Abstract

A társadalmi biztonság lineáris fejlődési iránya napjainkra számos területen megkérdőjeleződött. Bár a XX. század közepén úgy tűnt, hogy a nemzetállam, majd pedig az azon alapuló jóléti állam képes a társadalmi biztonság mind magasabb szintjét megvalósítani, a XXI. századra nyilvánvalóvá vált, hogy az állam nem szükségszerűen garantálja a társadalom tagjainak biztonságát. A globalizáció, a gazdasági és környezeti válságok, az értékrendszer átalakulása, az egyenlőtlenségek növekedése az elmúlt évtizedekben, majd a járványok és háborúk kialakulása a közelmúltban olyan kihívásként jelentkeztek, amelyek próbára tették a jóléti államok által garantált társadalmi biztonságot, s az állami szerepvállalás új formáit helyezték előtérbe. A biztonság garantálása helyett a szabadságra helyeződött a hangsúly, s a jóléti állam intézményrendszerének fokozatos leépülésével maga az állam működése vált a bizonytalanságok és kockázatok forrásává. A tanulmány a rendelkezésre álló szakirodalom elemzésével arra vállalkozik, hogy választ keressen arra a kérdésre, hogyan változott a biztonság fogalom tartalma a klasszikusoktól napjainkig, s hogyan tűnnek el a társadalmi biztonság garanciái abban a korszakban, amit a legbiztonságosabbnak feltételeztünk. The linear development of social security is now being questioned in many areas. Although in the mid-20th century it seemed that the nation state, and later the welfare state based on it, could achieve ever higher levels of social security, by the 21st century it had become clear that the state does not necessarily guarantee the security of the members of society. Globalisation, economic and environmental crises, the transformation of value systems, the rise in inequalities in recent decades and, more recently, the emergence of epidemics and wars have all posed challenges that have tested the social security guaranteed by welfare states and have brought new forms of state involvement to the fore. The emphasis has shifted from security to freedom, and the functioning of the state itself has become a source of uncertainty and risk as the institutional framework of the welfare state has gradually been dismantled. By analysing the available literature, this study seeks to answer the question of how the concept of security has changed from the Classics to the present day, and how the guarantees of social security disappear in what is assumed to be the most secure period.
