Abstract

Az aktív munkaerőpiaci intézkedések foglalkoztatáspolitikai beágyazódása több évtizedes múltra tekint vissza Magyarországon is. Jelen tanulmány elsődleges fókuszát a napjaink foglalkoztatási viszonyait is szerfelett behálózó, a hazai aktivációs eszközök zászlóshajójának, az egységes közfoglalkoztatás egy évtizedes tapasztalatainak értékelése adja. A kutatás, a közfoglalkoztatás strukturális sajátosságain túl, elsősorban a hatáselemzésének újszerű megközelítésére helyezi a hangsúlyt. A vizsgálat elsősorban arra keresi a választ, hogy milyen térszerkezeti különbségek, sajátosságok lelhetőek fel a közfoglalkoztatásból való kilépés esélyeiben. Az elemzés módszertani alapját a közfoglalkoztatás metaanalízise és a földrajzi területi lehatárolás szimbiózisa adja, amely megragadásával lehetőség adódik a detranzitivitás indexálására, azaz az elsődleges munkaerőpiaci kilépésre nagyobb, illetve kisebb esélyt mutató települések objektív alapú meghatározására. | The appearance of active labor market measures in employment policy has more decadelong history in Hungary as well. The primary focus of the present study is the evaluation of a decade of experience in unified public employment, that is the flagship of Hungarian activation tools, which also encompasses today’s employment conditions. The research besides the structural characteristic of public employment focuses primarily to the novel approach of analyses’ efficiency. The study primarily seeks to answer the question of what spatial differences and features can be found in the chances of leaving public employment. The methodological basis of the analysis provides by the meta-analysis of public employment and the symbiosis of geographical territorial delimitation, by grasping which it is possible to index detransitivity, that is, for the objective-based determination of settlements with a higher or lower chance of leaving the primary labor market.
