Abstract

Jelen tanulmány korábbi munkám, a Kormnyzati konzultatív szervek s mechanizmusok Magyarorszgon, különös tekintettel a küls konzultatív szervekre című tanulmányom folytatása. Célom az azóta eltelt évek gyakorlati fejleményeinek és újabb szakirodalmának összegyűjtése, elemzése, továbbá a konzultáció korábban kialakított munkafogalmának továbbgondolása és pontosítása. A kutatás gyakorlati hasznosíthatósága érdekében további célként jelenik meg egy olyan kérdéskatalógus összeállítása, amely révén egyrészt a már létrejött intézmények jellege, minősége felmérhető, másrészt a tervezett, létrehozni kívánt új intézmények tudományos igényű „paraméterezése” is megtörténhet. Az árnyaltabb megközelítés igénye egyúttal szükségessé teszi, hogy jelen tanulmányban röviden felvessem a magyarországi konzultatív intézmények tényleges működését nehezítő körülményeket, továbbá ezen intézmények minősége mérhetőségének kérdését is. | The present study is a continuation of my earlier work on Government consultative bodies and mechanisms in Hungary, with special reference to external consultative bodies. My aim is to collect and analyse the practical developments and recent literature of the years since then, and to further reflect on and develop the working concept of consultation previously developed. In the interests of the practical usefulness of the research, a further aim is to compile a catalogue of questions which will enable the nature and quality of the institutions already established to be assessed, and also to enable the planned new institutions to be ‚parameterised’ in terms of scientific requirements. At the same time, the need for a more nuanced approach makes it necessary to briefly address in this study the conditions that hamper the actual functioning of consultative institutions in Hungary and the question of the measurability of the quality of these institutions.
