Abstract

A 20. század második felétől egyre inkább fokozódott a világban a környezetünk védelme iránti igény. Így történt ez hazánkban is. Sorra jelentek meg e téren a jogszabályaink. E tekintetben is új irányt jelentett a rendszerváltás utáni időszak, valamint az európai uniós csatlakozásunk. 2010-től mindinkább előtérbe kerültek a fenntarthatóságot és a környezetünk védelmét szolgáló intézkedések is. 2021-ben a hulladékgazdálkodási hatósági feladatellátás vonatkozásában jelentős jogszabályi, szervezeti, és eljárásjogi változások álltak be. A vármegyei/fővárosi kormányhivatalok szervezetében létrehozásra kerültek a hulladékgazdálkodási osztályok. Vizsgálatom során e hatósági feladatellátást vizsgálom a Békés Vármegyei Kormányhivatal tekintetében. Ehhez a hatósági ügyek adatait igényeltem meg a Kormányhivataltól. Ezen túl bemutatom a HulladékRadar és a „Tisztítsuk meg az Országot!” program vármegyei eredményeit is. Megállapítottam, hogy a HulladékRadar bejelentések száma egyre nőt az elmúlt években. A vármegyei hatóság működése által 2021 és 2023 között 37 ezer tonna illegálisan elhagyott/lerakott hulladék mennyiségével csökkent a környezeti terhelés, ezzel is egy tisztább, élhetőbb, és egészségesebb környezet alakulhatott ki. | Since the second half of the 20th century, the need to protect our environment has been increasing worldwide. Our country has been no exception. A constant stream of legislation has emerged in this feld. From 2010 onwards, measures to promote sustainability and to protect our environment have also become increasingly important. Since 2010, measures aimed at promoting sustainability and protecting the environment have increasingly come to the forefront. In 2021, there were signifcant changes in legislation, organization and procedures in relation to the performance of the tasks of waste management authorities. Waste management departments have been established in the county/capital government ofces. In the course of my investigation, I examine the performance of these tasks carried out by the Békés County Government Ofce. For this purpose, I requested data on the administrative cases from the Government Ofce. In addition, I present in my study the results of the WasteRadar and the "Let's clean up the Country!" programs in the county. The fndings of the study indicate that the number of WasteRadar notifcations has been increasing in recent years. Between 2021 and 2023, the county authority reduced the environmental burden by 37,000 tonnes of illegally abandoned/dumped waste, resulting in a cleaner, more liveable and healthier environment.
