Abstract

Az 1848-1849. évi forradalom és szabadságharc sajátos intézményei közétartozott a kormánybiztosság rendszere. Az intézmény a forradalmi közigazgatássajátos alkotása volt. 1848 szeptemberéig a végrehajtó hatalom és a helyiközigazgatási szervek közötti kapcsolattartást szolgálta, a Batthyány-kormánylemondása után pedig – a végrehajtó hatalom átalakulásából következően –a törvényhozó és a végrehajtó hatalom egyaránt részt vett kialakulásában.Eredetében és súlyában jelentősen különbözött mind feudális kori előzményeitől,mind a francia forradalom kormánybiztosi intézményétől. Az alábbi tanulmánya királyi, majd kormánybiztosi intézmény erdélyi vonatkozásait tekinti át aszakirodalom és a forráskiadványok alapján. | One of the specific institutions of the 1848-1849 Revolution and War of Independence was the system of government commissions. This institution was a specific creation of the revolutionary administration. Until September 1848, it served as a link between the executive and the local administrations, and after the resignation of the Batthyány government, the legislative and executive powers were both involved in its development, following the transformation of the executive. In its origin and importance, it differed significantly from both its feudal predecessors and the institution of the government commissioner of the French Revolution. The following paper reviews the Transylvanian aspects of the institution of the royal and later government commissioner, based on the literature and source publications.
