Abstract

A tanulmány a közös önkormányzati hivatalok igazgatási szerepének alakulását tekinti át, amely nem szakítható el a – jellemzően – községi polgármesteri hivatalok igazgatási szerepével való összehasonlítástól. Ennek során vizsgálandó, hogy van-e különbség a községi igazgatási feladatokban a polgármesteri hivatalok és a közös önkormányzati hivatalok között, továbbá befolyásolja-e az igazgatási feladatok színvonalát, az ügyfelek általi elérhetőségét a közös önkormányzati hivatal szervezeti struktúrája. Ehhez két hipotézist állítottam fel: 1. hipotézis: A közös önkormányzati hivatalok igazgatási szerepe nem azonos a székhely és a társtelepülés(ek) esetében. 2. hipotézis: A közös önkormányzati hivatalok és a polgármesteri hivatalok igazgatási szerepének alakulása között nincs különbség. | The study reviews the evolution of the administrative role of the local governments’ common municipal offices, which cannot be separated from the comparison with the administrative role of the – typically – local government’s autonomous municipal offices (mayor’s offices). It will be examined whether there are differences in the administrative tasks of municipalities between the local government’s autonomous municipal offices (mayor’s offices) and the local governments’ common offices, and whether the organisational structure of the local governments’ common municipal office influences the quality of administrative tasks and their accessibility to customers. To this end, two hypotheses have been put forward: Hypothesis 1: The administrative role of the local governments’ common municipal offices is not the same for the headquarters and the co-municipality(ies). Hypothesis 2: There is no difference in the evolution of the administrative role of the local governments’ common municipal offices and the local government’s autonomous municipal offices (mayor’s offices).
