Abstract
This article studies the regulatory frameworks, functions and challenges facing Non-Governmental Organizations (NGOs) and civil society in Oman, their contribution to sustainable development and social welfare. The study examined this issue through a qualitative analysis of legal documents, case studies and secondary data; it provides an insight into Oman’s original state-partnered model, which focuses on transparency, cultural integrity and international partnership. Findings indicate that NGOs in Oman are held to tight regulations, including Royal Decree No. 14/2000, which calls for registration, financial audits and compliance with national priorities. Although measures such as these guarantee accountability, they create problems for smaller organizations and restrict political advocacy. Also, the article includes case study on the sectors where the NGOs are most active such as alleviating poverty, providing healthcare, youth engagement, environment conservation and brings on board successful partnerships with corporate bodies and international organizations. Ultimately, the paper describes the tenuous line between tradition and modernity that Oman walks and illuminates a possible role for civil society in tackling grand issues such as economic diversification and urbanization as described in Oman Vision 2040.
