Abstract

A tanulmány igyekszik továbbgondolni Egedy Gergely civilizációs államok kapcsán folytatott tanulmányait. Ez a téma egyre nagyobb hangsúlyt kap a nemzetközi tudományos és politikai diskurzusban. A diskurzus egyik lényeges eleme az európai nemzetállami modell és az Európán kívüli civilizációs államok modelljének elméleti konfrontálása. A jelen írás felveti az európai civilizációs állam gondolatát, hiszen nemcsak a jogi keretei (EU és más szupranacionális szervezetek), hanem a mögöttes civilizációs tartalom is rendelkezésre áll Európában. A globális geopolitikai fejlődés is ebbe az irányba tereli az európai államokat. A folyamatnak vannak buktatói is. Fontos buktató például az, hogy – szemben a múlttal – jelenleg a civilizációs meghatározottságnak több helyen fokozatosan ideológiává kell válnia. Ennek az ideológiának nyugatellenes és néhány helyen demokráciaszkeptikus éle is van. Szintén figyelembe kell venni az Európában hagyományosan erős helyi kulturális-nyelvi identitásokat. A globális verseny viszont összefogásra kell hogy ösztönözze a gyengülő európai államokat. | The paper seeks to reflect further on Gergely Egedy’s studies on civilizational states. This topic is gaining prominence in international academic and policy discourse. An essential element of this discourse is the theoretical confrontation between the European model of the nation-state and the model of civilizational states outside Europe. The present paper raises the idea of the European civilizational state because not only its legal framework (the EU and other European supranational organizations) but also its underlying civilizational content is available in Europe. Global geopolitical developments are also pushing European states in this direction. Obviously, there are pitfalls in this process, which are also discussed in the article. One important pitfall, for example, is that, unlike in the past, civilizational determination is now gradually becoming ideological in many places. This ideology also has an anti-Western and, in some places, democracy-sceptical edge. The traditionally strong local cultural-linguistic identities in Europe must also be taken into account. Global competition, on the other hand, should encourage weakening European states to join forces.
