Abstract

Az „angolkérdés” olyan többrétegű problémahalmazt alkot, amely egyaránt kifejezi a brit devolúció aszimmetrikus jellegét, illetve a társadalmat másfél évtizede megosztó területi, települési, gazdasági és kulturális törésvonalakat. A tanulmány a megoldási lehetőségek, narratívák és kormányzati beavatkozások megvalósulását a területi középszintek nézőpontjából vizsgálja. Következtetése szerint a brit politikai tradíció keretei között megvalósuló „polgármesteri devolúció” kizárólag hosszabb távon, széles körű társadalmi-politikai konszenzus esetén eredményezheti a városrégiókra alapozott valós területi önkormányzatok kialakulását. | The “English question” encompasses a multi-layered set of problems that reflect both the asymmetrical nature of British devolution and the territorial, economic, and cultural cleavages that have divided society for a decade and a half. The study examines the implementation of solutions, narratives, and government interventions from the perspective of territorial intermediate levels. It argues that, within the framework of the British political tradition, the emerging concept of “mayoral devolution” can lead to the establishment of genuine functional territorial self-governments in the long run, but only in the case of the necessary socio-political consensus.
