Abstract

Aim: The author wishes to point out how - in the absence of a comprehensive national public safety strategy - the continuity ensured by the government's criminal policy and the democratic support management model is reflected in the crime prevention strategies of the past twenty years.Methodology: It aims to achieve the stated goal by presenting the attempts made to create a public safety strategy since the regime change, by describing the criminal policy of the past twelve years, and then by comparing the National Strategy for Social Crime Prevention and the National Crime Prevention Strategy, for which it uses the strategies created since the regime change, domestic law enforcement relevant results and related legislation. All this is supplemented by a brief overview of the National Crime Prevention Strategy effective from 2024.Findings: In the analysed strategies, the effort to compensate for the lack of a comprehensive policing strategy can be seen in action. Despite the difference in state views and the centre point of criminal policy shifting towards repressive measures, the possibilities of collective, consultative and cooperative crime prevention are ensured in the National Crime Prevention Strategy. In addition to its forward-looking intentions, the first NCPS achieved its goals only partially, but the spirit of the two strategies can be felt in the operation of policing, including the police. The comprehensive public safety strategy cannot be bypassed in the future.Value: The study can contribute to the evaluation of the operation of the National Crime Prevention Strategy, and the experiences gained from it can also be used during the application of the new crime prevention strategy. | Cél: A szerző arra kíván rámutatni, hogy – átfogó nemzeti közbiztonsági stratégia híján – miként tükröződik a kormányzati kriminálpolitika és a demokratikus támogató irányítási modell által biztosított folyamatosság az elmúlt húsz év bűnmegelőzési stratégiáiban. Módszertan: A megfogalmazott célt a rendszerváltozás óta a közbiztonsági stratégia megalkotására tett kísérletek vázlatos bemutatásával, az elmúlt tizenkét év kriminálpolitikájának ismertetésével, majd a Társadalmi Bűnmegelőzés Nemzeti Stratégiája és a Nemzeti Bűnmegelőzési Stratégia összehasonlításával kívánja elérni, melyhez felhasználja a rendszerváltozás óta született stratégiákat, a hazai rendészettudomány vonatkozó eredményeit és a témához kapcsolódó jogszabályokat. Mindez kiegészül a 2024-től hatályos Nemzeti Bűnmegelőzési Stratégia rövid áttekintésével. Megállapítások: Az elemzett stratégiákban tetten érhető az átfogó rendészeti stratégia hiányát pótló törekvés. Az államszemléletek különbözősége és a represszív intézkedések felé tolódó kriminálpolitikai súlypont ellenére a Nemzeti Bűnmegelőzési Stratégiákban biztosítottak a kollektív, konzultatív és kooperatív bűnmegelőzés lehetőségei. Az első Nemzeti Bűnmegelőzési Stratégia előremutató szándékai mellett céljait csak részben érte el, azonban a stratégiák szellemisége érezhető a rendészet, ezen belül a rendőrség működésében is. Az átfogó közbiztonsági stratégia a jövőben nem megkerülhető. Érték: A tanulmány hozzájárulhat a Nemzeti Bűnmegelőzési Stratégia működésének értékeléséhez, az ebből szerzett tapasztalatok az új bűnmegelőzési stratégia alkalmazása során is hasznosulhatnak.
