Abstract

Bevezetés: Két- és többoldalú kapcsolataink és az ezeket kísérő diplomáciai események nélkülözhetetlenek ahhoz, hogy biztosítsuk helyünket a nemzetközi térképen, és erősítsük országimázsunkat. Külföldi vendégeink legnagyobb része nemzetközileg védett személy, vendéglátóik pedig Magyarország érdekei szempontjából fontosak, biztonságuk garantálása a tárgyalások sikerének alapja. Célkitűzések: A tanulmány célja, hogy bemutassa a diplomáciai események hátterében zajló, azok biztosításához szükséges összetett, profizmussal kivitelezett rendvédelmi munkát. Módszer: A dolgozatban vázolom a védett személyek és a kijelölt létesítmények védelmére vonatkozó nemzetközi és hazai jogi környezetet. A jogszabályok elemzésén keresztül bemutatom azt a jogi keretrendszert, amelyben a biztosításban érintettek tevékenykednek. A megvalósítás gyakorlatára az empirikus kutatás kvalitatív módszerével, interjúk segítségével világítok rá. A Készenléti Rendőrség, a Terrorelhárítási Központ szakterületért felelős vezetőivel és az Országgyűlési Őrség parancsnokával folytatott megbeszélések tartalmát a kondenzáció és a kategorizáció módszerével elemzem. A jogszabályok és az interjúk értékelését követően vonom le a következtetéseket. Eredmények: Az elemzésekből, értékelésekből megállapított tanulságok arra világítanak rá, hogy a védett személyek biztonságának garanciája a csapatban gondolkodó szakember. A személyvédelem folyamatos evolúción megy keresztül. Alapelv, hogy a védett személy épségben, akadályoztatás nélkül tudja végezni a munkáját, s hogy az ő védelme diszkréten történjen. A biztosítás kulcsszavai: az információ, az aktualitás, a prevenció, az időfaktor, a tervezés, a képzés, a tanulás, a leggyengébb láncszem, a csapatmunka, a társadalmi megítélés. Következtetések: A jogszabályok statikus környezetet teremtenek, azonban a megvalósítás dinamikus környezetben valósul meg, amely során számos kihívással szembesülnek a biztosításban részt vevő szakemberek. Feladatuk profizmussal történő végrehajtása nélkülözhetetlen diplomáciai sikereinkhez. Az esetlegesen bekövetkező hibának súlyos társadalmi hatásai, akár nemzetközi következményei lehetnek. | Introduction: Our bilateral and multilateral relations and the diplomatic events accompanying them are essential for securing our place on the international scene and for strengthening our country’s image. The majority of our foreign guests are internationally protected persons, and their hosts are important for Hungary’s interests. Thus, guaranteeing their security is the key to successful talks. Objectives: The aim of the study is to describe the complex and professionally executed police work securing and taking place behind the scenes of diplomatic events. Methods: In this thesis I outline the international and domestic legal environment for the dignitiary protection and designated facilities. Through the analysis of relevant norms I describe the legal framework within which security personnel detail operates. I also outline the practice of implementation using the qualitative method of empirical research and interviews. I analyse the content of the discussions held with the Heads of the relevant units of the Rapid Response and Special Police Service and the Counter-Terrorism Centre, as well as the Commander of the Parliamentary Guard, using condensation and categorisation methods. I draw conclusions after evaluating the relevant legislation and interviews. Results: The findings of the analyses and evaluations highlight that it takes a professional focused on teamwork to guarantee the security of protected persons. Close protection or VIP protection and security is evolving all the time. The basic principle is that the protected person should be able to carry out their work without injury and being hindered, whilst their protection should remain discreet. Key words for close pretcion include information, topicality, prevention, time factor, planning, training, learning, the weakest link, teamwork and social perception. Conclusions: Legislation creates a static environment, while implementation takes place in dynamically changing surroundings, where security professionals face numerous challenges. The professional execution of their tasks is essential for our diplomatic success. Any failure of this endeavour can potentially have serious social consequences, including international repercussions.
