Abstract

Cél: A tanulmány célja a nyomozási erőforrások elosztásának elveit és logikáját vizsgálni a magyar rendőrségen belül, különös tekintettel a hatékony működésre és a társadalmi hatások szempontjaira.Módszertan: A kutatás a rendőrségi hatáskör és illetékességi szabályozás részletes elemzésére épült, valamint a Crime Harm Index (CHI) vagyis a bűnügyi kárindex koncepciójára támaszkodik. A gyakorlatias megközelítés mellett más releváns jogszabályok és a kriminológiai szakirodalom elemzését alkalmazza.Megállapítások: A tanulmány megállapítja, hogy a nyomozási erőforrások elosztása jelenleg nem igazodik megfelelően a tényleges bűnözési helyzetekhez, ami aránytalan munkaterhelést eredményez a rendőrség nyomozó hatóságai között. A bűnügyi kárindex hazai alkalmazása elősegíthetné a nyomozási kapacitások hatékonyabb allokálását és a bűnözés társadalmi hatásainak jobb kezelését.Érték: A tanulmány hozzájárul a rendőrségi hatékonyság javításához, rávilágítva a jelenlegi rendszer korlátaira, valamint javaslatokat tesz egy modern, tudományosan megalapozott nyomozás erőforrási allokációs módszer bevezetésére, amely figyelembe veszi a bűnözés társadalmi és gazdasági hatásait is. | Aim: The study aims to examine the principles and logic of the distribution of investigative resources within the Hungarian police, particularly regarding efficient operation and aspects of social effects. Methodology: The research is based on a detailed analysis of the police authority and jurisdiction regulation and relies on the Crime Harm Index (CHI) concept. In addition to the practical approach, it analyses other relevant legislation and the criminological literature. Findings: The study finds that the allocation of investigative resources is currently not correctly aligned with actual crime situations, resulting in a disproportionate workload among police investigative agencies. Applying the Criminal Damage Index in Hungary could facilitate a more efficient allocation of investigative capacities and a better management of the social effects of crime. Value: The study contributes to improving police efficiency by highlighting the current system’s limitations and making recommendations for introducing a modern, scientifically based investigation resource allocation method that considers the social and economic effects of crime.
