Abstract

A polgári védelem az I. világháborút követően a légoltalmi szervezetek megalakulásával kezdődött, és feladatrendszere egyre jobban kiterjedt. Többször újraszabályozták, és feladatai kibővültek, majd a légoltalom polgári védelmi szervezetté alakult át. Jelentős változást hozott a 2000-ben hatályba lépett első katasztrófavédelmi törvény, amelynek megfelelően megszületett a katasztrófavédelem. A 2000. évet követően a 2011. évi törvény módosításával újabb lényeges változás következett, amely során megalakult az integrált katasztrófavédelmi szervezet. Napjainkban az ország biztonságának fokozása érdekében az Alaptörvény kilencedik módosításával, a 2021. évi törvény megalkotásával, elfogadásával és rendszerbe állításával, valamint a Védelmi Igazgatási Hivatal létrejöttével egy új korszak kezdetének lehetünk részesei. A szerző tanulmányában a 2000. évtől napjainkig részletesen bemutatja a polgári védelmi szervezetek változását, és vizsgálja azok alkalmazkodását, tevékenységeit és esetleges nehézségeit napjaink új lakosságvédelmi kihívásaival szemben. | Civil defense began with the formation of air defense organizations after the First World War. From time to time, it was re-regulated several times and its tasks expanded, after which the transformation of air defense into a civil protection organization took place. A significant change was brought about by the first disaster management law, which entered into force in ­2000, in accordance with which disaster management was established. After 2000, anotherimportantshift followed with the amendment of the ­2011 Act, during which the integrated disaster management organization was formed. Today, in order to enhance the security of the country, we can be part of the beginning of a new era with the Ninth Amendment to the Fundamental Law, the creation, adoption and implementation of the ­2021 Law, as well as the start of the work of the Defense Administration Office. The author presents in detail the change of civil protection organizations from ­2000 to the present day, in which she examines the adaptation, activities and possible difficulties of civil protection organizations in the face of today’s new challenges of population protection.
