Abstract
The article examines the differing legal status, jurisdictional immunities, and accountability regimes applicable to military and civilian personnel in United Nations peace operations. It identifies obstacles to prosecuting sexual exploitation and abuse and recommends stronger investigation, reporting, cooperation, and enforcement mechanisms.
