Abstract

Cél: A tanulmány célja annak bemutatása, hogy a bűnügyi helyzet megismerését milyen módon határozzák meg a kriminálstatisztikai megközelítés lehetőségei és korlátai.Módszertan: Az elméleti megközelítés fókuszába a statisztikai tevékenység szubjektív és objektív meghatározottságai kerültek, kiemelve ezek közül annak politikai beágyazottságát és szakmai tevékenységet orientáló jellegét.Megállapítások: A rendészet erői, eszközei és módszerei célirányos és hatékony elosztásának és alkalmazásának előfeltétele a valós állapotok ismerete. A kriminálstatisztika e tényleges állapotok megismerését segíti, ám sem önmagában, sem más módszerekkel közös alkalmazása nem vezethet eredményre e megismerési mód sajátosságai feltárása nélkül.Érték: A tanulmány a valós állapotok megismerésének nehézségei feltárásával a rendészet céljainak pontosabb meghatározását segíti, a célok megvalósítását garantáló stratégiai tervezés megalapozásához hozzájárul. | Aim: This paper aims to show how the understanding of the crime situation is determined by the possibilities and limitations of the approach of crime statistics. Methodology: The theoretical approach focuses on the subjective and objective determinants of statistical activity, highlighting its political embeddedness and orientation toward professional activity. Findings: Knowledge of the real situation is a prerequisite for the targeted and effective allocation and deployment of law enforcement forces, tools and methods. Crime statistics helps to understand these actual situations, but neither on its own nor in conjunction with other methods can it be effective without identifying the specific characteristics of this way of learning. Value: By identifying the difficulties of understanding the real situation, this study helps to define the objectives of the law enforcement authorities more precisely and contributes to the strategic planning that guarantees the achievement of these objectives.
