Abstract

Az elmúlt években a nemzetközi hálózatok vizsgálata jelentős teret nyert az akadémiai diskurzusban. Bár eredetileg a kulturális csere és a polgári diplomácia révén történő béke előmozdításának elvein alapult, a testvérvárosi kapcsolatok és a paradiplomácia fogalma a mai társadalomban jelentős átalakuláson ment keresztül. A szakirodalmi elemzés rávilágított, hogy a helyi önkormányzatok paradiplomácia kapcsolatai a magyar szakirodalomban még kevésbé vizsgált terület, ezért jelen tanulmány célja a magyarországi helyi önkormányzatok testvérvárosi irányainak, motivációinak feltárása, valamint ezen együttműködések feltárása, kiértékelése. Az online kérdőíves adatfelvétel a Települési Önkormányzatok Országos Szövetségével (TÖOSZ) együttműködésben valósult meg és a magyarországi 3155 települési önkormányzat és 23 fővárosi kerület teljes körét célozta, amelyből 409 érvényes válasz érkezett (12,8%-os válaszadási arány). A minta települési jogállás szerint reprezentatív, az elemzéshez súlyozott statisztikai módszereket, az ábrázoláshoz térképes szoftvert alkalmaztunk. Eredményeink szerint a magyar önkormányzatok többsége (87,9%) rendelkezik testvértelepülési kapcsolattal, amelyek száma és intenzitása szoros összefüggést mutat a településmérettel. A városok átlagosan hét, a községek két partnerrel állnak kapcsolatban. A rendszerváltozás utáni nyugat-európai orientáció helyét fokozatosan a kelet-közép-európai, különösen a szomszédos országokra irányuló kapcsolatrendszer vette át. Jelentős a határon túli magyarsággal, illetve a hazai nemzetiségek anyaországaival kialakított intraetnikus együttműködések szerepe, amelyek a többinél intenzívebb és társadalmilag beágyazottabb kapcsolattípusnak bizonyulnak. A kapcsolatok fenntartásának legfőbb akadályai a pénzügyi és humánerőforrás-hiány, valamint a nemzetközi partnerek érdektelensége. A kisebb települések által működtetett, alulról szerveződő (bottom-up) együttműködések gyakran tartalmasabbak és közösségformálóbbak, mint a nagyvárosok formálisabb, protokolláris kapcsolatai. Összességében a magyar önkormányzati paradiplomácia területén a helyi identitásra és kulturális közelségre épülő kapcsolatok bizonyulnak a legstabilabbnak és leghatékonyabbnak. | Thestudy examines the international engagement of Hungarian local governments through thelens of paradiplomacy, with particular emphasis on theevolution, motivations, and spatial patterns of town twinning relations. While paradiplomacy has gained increasing scholarly and policy attention, empirical knowledge about its actual practices in Central and Eastern Europe remains limited. Addressing this gap, the research analyzes the structure and dynamics of Hungary’s municipal international relations three decades after the political transition from state socialism. The research was conducted between 2024 and 2025 in collaboration with the Hungarian National Association of Local Governments (TÖOSZ). An online questionnaire was distributed to all 3,155 Hungarian municipalities and 23 Budapest districts. A total of 409 valid responses were collected (12.8% response rate). The weighted dataset is representative by settlement type. Quantitative and spatial analyses were performed using IBM SPSS Statistics and QGIS softwares, allowing for both descriptivestatistical examination and visualization of twinning relations. Our Undings conUrm the growing importance of paradiplomaticengagement in Hungary: 87.9% of municipalities maintain at least onetwinning relation, compared to only 33% in 2002. The number and diversity of relations are strongly correlated with settlement size: while large cities have on average seven twinning partners, small villages typically sustain two. The direction of cooperations has also shifted markedly over thelast two decades. Twinning relations sincetheregimechange are dominated by Western European partners (Germany, Austria, France) and, with an increasingly strong focus on Central and Eastern Europe, by neighboring states (notably Romania and Slovakia). This transformation reVects thecombined impact of European integration, regional cross-border programs, and the nation-centered foreign policy of the Hungarian government after 2010. A key contribution of the study lies in identifying the central role of intraethnic relationspartnershipslinking Hungarian communities across borders orconnecting domestic national minorities with their kin-states. Theseforms ofcooperation,supported by targeted state programs(e.g. the Bethlen Gábor Fund), have become a cornerstone of Hungarian municipal paradiplomacy. Theseintraethnic cooperations arecharacterized by high social embeddedness, frequent interaction, and activecitizen participation, producing tangiblecommunity-level impacts beyond symbolic diplomacy. The analysis also highlights the persistent structural constraints that limit the eXectiveness of local paradiplomacy. Municipalities report insuWcient Unancial and human resources (57%), language barriers, and declining interest from international partners as the main obstacles. Despite these challenges, smaller settlements tend to maintain fewer but more intensive and sustainable partnerships, whereas larger cities often engage in more formalized and symbolic relations embedded in global networks. Overall, Hungarian municipal paradiplomacy is simultaneously shaped by historical legacies, national policy frameworks, and bottom-up civic initiatives. The Undings suggest that the most resilient and socially valuableforms of paradiplomacy are identity-driven, community-based, and intraethnic in nature.
