Abstract

A könyv a modernkori tengeri kalózkodás jelenségét és az ellene folytatott nemzetközi küzdelmet mutatja be. A világkereskedelem több mint 90%-a tengeren zajlik, a kalóztámadások pedig begyűrűznek oda is, ahol senki nem gondolná: a tengerparttal nem rendelkező országok, akár Magyarország gazdaságába éppúgy, mint a boltok polcára kerülő termékek árába. A kalózkodás az emberiség legrégebbi, folyamatosan újratermelődő bűncselekménye, az ókor óta az egyetlen, amelyet bármely állam üldözhet, ám a XXI. század kihívásaira, mint a törékeny államiság, terrorizmus, szervezett bűnözés összefonódása, a klasszikus jogi keretek ma sem adnak igazán választ. A kötet feltárja, miért nem tudja a nemzetközi jog évszázadok óta hatékonyan kordában tartani a jelenséget, hogyan mosódik össze a kalózkodás jogcíme a terror elleni háborúval, és milyen árnyékvilágot működtetnek a hajózási cégek és biztonsági magánvállalatok. Az első hazai monográfia a témában: regionális esettanulmányokkal Kelet-Afrikától Latin-Amerikáig. | The book presents the phenomenon of modern-day maritime piracy and the international struggle against it. Over 90% of world trade moves by sea, and pirate attacks reach even the places no one would expect: the economies of landlocked countries as much as the prices of goods on store shelves. Piracy is humanity's oldest, endlessly recurring crime, the only one that any state has been entitled to prosecute since antiquity, yet the classical legal framework still offers no real answer to the challenges of the 21st century: fragile statehood, and the entanglement of terrorism and organized crime. The book explores why international law has failed for centuries to bring the phenomenon under effective control, how the legal basis for piracy has become blurred with the War on Terror, and what shadow world shipping companies and private security firms have built to fill the gap. The first Hungarian-language monograph on the subject: with regional case studies spanning from East Africa to Latin America.
