Abstract

This study analyses the legal regime of restrictions and benefits applicable to civil servants in the Republic of Kazakhstan through an ethical and normative lens. Drawing on a comparative examination of civil service regulation in Kazakhstan, Singapore, France, and selected Scandinavian countries, the research identifies distinct models of balancing legal restrictions, ethical standards, and social guarantees. The findings demonstrate that formal compliance with restrictions is strongly associated with the level of ethical culture, systematic ethics education, and the effectiveness of institutional oversight mechanisms. Empirical analysis of disciplinary, ethical, administrative, and corruption-related violations (2019-2023) reveals a statistically significant decline in violations following the introduction of strengthened ethical control instruments, including ethics commissioners and expanded monitoring practices. The study contributes by clarifying how combinations of regulatory enforcement, ethics training, and social guarantees influence professional conduct in the civil service. It proposes evidence-based recommendations aimed at enhancing ethical compliance, strengthening institutional accountability, and improving the coherence of the system of restrictions and benefits in Kazakhstan’s civil service.
