Abstract

Ez a tanulmány az ENSZ emberi jogi monitoringmechanizmusainak történeti fejlődését és jelenlegi működését mutatja be, különös tekintettel Magyarország szerepére. Áttekinti az ENSZ Alapokmányából kiinduló intézményrendszert az Emberi Jogok Bizottságától az Emberi Jogi Tanácsig, valamint a különleges eljárások, az egyetemes időszakos felülvizsgálat (UPR) és a panaszeljárások fejlődését. Bemutatja továbbá a szerződéses testületek ellenőrzési gyakorlatát és a kínzás megelőzését szolgáló albizottság munkáját. A tanulmány külön fejezetben tárgyalja a magyar szakértők és különmegbízottak hozzájárulását, valamint a Magyarországra irányuló vizsgálatokat és ajánlásokat. | This study explores the historical evolution and current functioning of the United Nations human rights monitoring mechanisms, with particular emphasis on Hungary’s involvement. It examines the institutional framework rooted in the UN Charter, from the Commission on Human Rights to the Human Rights Council, as well as the development of special procedures, the Universal Periodic Review (UPR), and the complaint mechanisms. The paper also presents the monitoring practice of treaty bodies and the work of the Subcommittee on Prevention of Torture. Special attention is given to the contributions of Hungarian experts and special rapporteurs, as well as to country-specific visits and recommendations concerning Hungary.
