Abstract
Hungary belongs to the “most international watercourse” of the World, namely to the Danube watershed. This situation forces Hungary to a quite active cooperation with its neighbouring countries and other affected states in connection with water management and environmental protection. These intentions and efforts have been well demonstrated by the Hungarian Presidency of the Council of the European Union (EU) in 2011 and its emphasized water topic, the Hungarian contribution to the European Union Strategy for the Danube Region, and, furthermore, the successful Budapest Water Summits (in 2013 and in 2016) organised by the Hungarian Government in cooperation with the United Nations (UN), etc. Taking these events into consideration, we can speak about a prosperous Hungarian hydro-diplomacy; nevertheless, the relevant international and European legal background henceforward needs the development of the rules concerning the joint utilisation of shared watercourses and aquifers, including the questions of implementation. The paper presents the legal background focusing on the Hungarian aspects, and, moreover, it also deals with the practice of the concerned countries in the Central European region.
