Abstract

As the Global North advances in the study and regulation of generative AI concerning personal data, manipulated human behavior, disrupted elections, surveillance, and power, the Global South often finds itself utilizing freely available AI technology, feeding the machines in different ways. This disparity results in the creation of two parallel worlds of truth and facts, characterized by divergent knowledge and inequalities, with profound moral consequences in a post-truth era. This proposal aims to discuss the risks and uncertainties in comparison, associated with AI and advocate for a balanced and inclusive approach through foresight analysis and design thinking. The purpose is to support technologists, advocates, regulators, and also, global rights and governance researchers with a comprehensive guide in their responsible work.
