Abstract
The study analyses the legislation published in the official journal of the Hungarian People’s Republic, the Magyar Közlöny, according to types of sources of law and topics on the public policy agenda. The examined period lasts from November 1956 to October 1989 - from the founding of the Hungarian Socialist Workers’ Party to its demise. During the period, a total of 13,755 pieces of legislation were published in the paper. Legislation by the Parliament can be said to be insignificant compared to the similar activities of the Presidential Council and the Council of Ministers. Among the most important public policy areas, agricultural policy, employment policy, finance and trade policy, and to a large extent also macroeconomic policy were primarily regulated by ministerial or council of ministerial decrees. The analysis of party decisions, which cannot be considered as an independent source of law, shows that the party’s “de facto governmental” activity was also quite broad, covering almost all areas of public policy.
