Abstract

Az államépítés elmélete abból a meggyőződésből fakad, hogy a világ akkor a legbiztonságosabb, ha a rendet univerzálisan érvényes liberális szabályok mentén alakítjuk ki, és ezt a rendet követi minden állam. A „liberális világrend” születésénél az Amerikai Egyesült Államok bábáskodott, és 1991 után – egyedüli szuperhatalomként – annak kereteit a volt szocialista országokra is kiterjesztette. A „liberális világrend” építőelemei a szuverén államok, amelyek felelősséget is éreznek a rend iránt. Amennyiben az államok nem tudnak vagy nem szándékoznak élni ezzel a felelősséggel, a rend stabil tagjai beavatkozhatnak az egyetemesen létező normák és szabályok érvényesítése érdekében. Ezt nevezzük a jelen írásunkban „offenzív liberalizmusnak”. A tanulmányunk célja, hogy a nemzetközi rendszerrel összefüggő államépítési és elméleti szakirodalmat áttekintse, mert véleményünk szerint az államépítés kérdésköre az elmúlt 15 évben háttérbe szorult, azonban az ukrajnai háború és az azt követő újjáépítés szükségessége miatt hamarosan újra hangsúlyosan napirendre fog kerülni. | The theory of state-building stems from the liberal conviction that our world’s security is based on universal regulations followed by all states. The United States of America was the midwife at the birth of “liberal world order” and, being the sole superpower after 1991, it was able to expand its scope to the post-socialist countries. The building blocks of the “liberal world order” are the sovereign states which feel responsibility towards this order. In case some states are not able or willing to live with this responsibility the order’s stable states can intervene to enforce the universal norms and regulations. This logic is what we call “offensive liberalism” in this study. Our goal was to review the state-building literature and the literature on the international system because the question of state-building has been abandoned in scholarly works in the last 15 years. However, the state-building literature is by no means obsolete and soon will become relevant considering the war in Ukraine and the necessary reconstruction after the war.
