Abstract

A címben szereplő idézettel indította Boross Péter miniszterelnök az 1994. március 22-én elhangzott felszólalását, amelyben arra kérte az országgyűlés tagjait, hogy adjanak felhatalmazást a kormánynak az Európai Unióval való társulási szerződés megkötésére. Az 1989-ben kijelölt folyamat csúcsa volt ez a szerződés, amely előkészítette hazánk európai uniós csatlakozását. Az azt követő periódus magyar bel- és külpolitikája szinte eggyé vált az integráció kérdésével. Azonban – az 1998-ban kezdődött tárgyalássorozattól eltérően – az 1994–1998-as időszak stratégiaalkotásának az elemzése ritkán került a kutatók fókuszába. A jelen tanulmány célja az adott időszak szűk gazdasági és politikai mozgásterének az elemzése a külpolitikai döntéshozatali analízis (Foreign Policy Analysis) elméletei segítségével annak érdekében, hogy jobban érthetővé váljon a magyar EU-s integráció folyamata, annak jellege és következményei. | Hungarian Prime Minister Péter Boross started his speech in the Hungarian Parliament with the quote highlighted in the title of this study on March 22, 1994, in order to gain authorization from the MPs to conclude the Partnership Agreement with the European Union. This act marked the end of the designated road the country had taken since 1989 and opened up a new stage, which eventually led to the Hungarian EU accession. The next period of Hungarian politics would be defined by the European integration. However, the period of pre-accession negotiations did not really trigger the interest of researchers, in spite of the fact that the analysis of the 1994–1998 period bears the same importance in the development of the European integration as the following years. This study aims to analyze the decision-making of the given period with the help of the Foreign Policy Analysis (FPA) in order to support the discourse around the European integration by making understandable its process from the beginning along with its characteristics and consequences.
