Abstract

A helyi nemzetiségi önkormányzati rendszer közel 30 éve reprezentáljajogilag a nemzetiségi kulturális autonómia kereteinek megteremtését. Anemzetiségek Alaptörvényben rögzített jogainak képviselete kiemelt szerepet tölt be a politikai arénában, számos megoldási javaslattal, azonbanmég mindig nincs egy egységes, átfogó intézményi rendszer, amely valódilehetőséget biztosítana a roma érdekek képviseletére. Jelen tanulmánybana nemzetiségi önkormányzatok három évtizedes tapasztalatait értékelemkifejezetten a roma közösség szempontjából. Bemutatom a jogi szabályozáskialakulásának történeti hátterét, valamint feltárom a tényleges működésgyakorlati tapasztalatait. Vizionálni kívánom a 2024-es roma nemzetiségiönkormányzati választás lehetőségeit, kiemelt figyelmet fordítva az önkormányzatok szerepére a roma nemzetiségek politikai és társadalmi részvételének előmozdításában. | For nearly 30 years, the local minority self-government system has legally represented the creation of the framework for nationality cultural autonomy. The representation of the rights of nationalities enshrined in the Fundamental Law plays a prominent role in the political arena, for which there are many proposed solutions and approaches, but there is still no unified comprehensive institutional system that would provide a real opportunity to represent the interests of minorities. In this study, I evaluate the three-decade experience of minority self-governments specifically from the point of view of the Roma community. I present the historical background of the development of the legal regulation, as well as reveal the practical experiences of the actual operation. I would like to envision the possibilities of the 2024 Roma municipal elections, paying special attention to the role of local governments in promoting the political and social participation of the Roma minorities.
