Abstract

Jelen tanulmány célja a területfejlesztési szervrendszer bemutatása a rendszerváltást követő territorális és ezzel együtt államszervezeti kihívások, valamint az elmúlt harminc év megoldási kísérleteinek mentén. A területfejlesztési rendszer átalakítási kísérletei változatos képet mutatnak. Egyes területfejlesztési reformok a territoriális közigazgatás „felpuhítását” eredményezték, vagy éppen a regionális fejlesztéspolitika kialakítása volt a céljuk. A tanulmány másodlagos célja és feladata, hogy a területfejlesztési reformok lineáris bemutatását követően a hatályos területfejlesztési törvény által bevezetett változásokat vegye számba és értékelje. | The aim of this paper is to present the territorial organisation system in the context of the territorial and organisational challenges that followed the regime change and the attempts to find solutions in the last thirty years. Attemptsto transform the territorial developmentsystem present a varied picture. Some territorial development reforms have resulted in a ‚softening’ of territorial administration, or have been aimed at developing a regional development policy. A secondary aim and task of the study is to take stock and evaluate the changes introduced by the current territorial development law, following a linear presentation of the territorial development reforms.
