Abstract

Jelen tanulmány szembeállítja a hagyományos kultúravezérelt városfejlesztés és a társadalmi részvétel szakirodalmát, és a főváros II. kerületének Margit-negyed programján keresztül mutatja be ezek kölcsönhatásait. Az írás a program vizsgálatán keresztül igyekszik szintetizálni a felülről érkező, top-down városfejlesztői elképzeléseket és az alulról, bottom-up jelleggel szerveződő társadalmi szervezetek igényeit. A kutatás arra kereste a választ, hogy a helyi közösségek bevonása miként járulhat hozzá a városrészek fenntartható fejlődéséhez és a helyi demokrácia minőségének javításához. A tanulmány részletes elemzést ad a program megvalósításáról, a létrehozáshoz vezető körülményekről, a Margit-negyed Döntéselőkészítő Testület (MNDTT) működéséről és a helyi kulturális, illetve civil csoportok tevékenységeiről. Amennyiben beváltja a hozzá fűzött ígéreteket, a program jó példát szolgáltat arra, hogyan lehet a helyi közösségekre alapozva újraéleszteni egy adott városrészt. A kutatás legfőbb módszere a 16 félig strukturált interjú készítése volt: ezek alapján elemeztem az önkormányzat, a civil szervezetek, a helyi vállalkozók és a tervezésbe bevont szakértők álláspontjait, rávilágítva a program helyi közösségekre gyakorolt hatásaira. Az eredmények azt mutatják, hogy a Margit-negyed hamarosan revitalizálhatja a körutat és környékét, új funkciókat telepíthet be a területre és erősítheti a közösségi identitást. Ettől függetlenül a potenciális dzsentrifikációs folyamatok valós aggodalmat keltenek a helyiekben, és a program kezdeti szakaszában nehéz megbecsülni azok későbbi mértékét. A tanulmány rámutat arra, hogy a helyi önkormányzatok szerepének átformálása és a közösségek döntéshozásban való aktív részvétele kulcsfontosságú a fenntartható városfejlesztésben, valamint a dzsentrifikáció megfékezésében. A kutatás célja az volt, hogy a program bemutatásán, elemzésén keresztül gyarapítsa a részvételi tervezés hazai szakirodalmát és esettanulmányként szolgáljon a jövőbeli tervezési folyamatok számára. | This paper contrasts theliterature on traditional culture-led urban development and participatory processes in urban planning, and illustrates their interactions through the Margaret Quarter programmein the 2nd District of the Hungarian capital city, Budapest. The paper seeks to synthesise the top-down urban development ideas and the bottom-up demands of civil society organisations and social movements through an in-depth analysis of the programme. A complex development strategy was launched in the district, wherelocal government and communities are working closely together to revitalise the area. The research aims to explore how involving local communities can contributeto thesustainable development and resilience of our cities. Beginning with a critique of top-down cultural policies, thestudy focuses on the mechanisms of bottom-up urbanisms, and subsequently details theimplementation and challenges of the Margit Quarter project. This initiative is unique in that it aims to revitalize the district on a modest budget, relying heavily on broad-based community involvement, city branding strategies and on emphasizing theimportance of public spaces and local culture. Theresearch is based on 16 semistructured in-depth interviews with representatives from thelocal government, civil organizations, local businesses, and experts involved in the planning process. The Yndings demonstratethat the Margit Quarter initiativecan create new opportunities for local communities and can strengthen local identities. The initiative was built around three main pillars: shifting the area's proYle, enhancing walkability and renovating theinfrastructure, with a special focus on preserving cultural heritage. This can be achieved through strategies such as oZering municipal properties at reduced rents to entities providing cultural and community functions, fostering an inclusive and dynamic urban environment. In conclusion, thestudy highlights theimportance of integrating cultural and community dimensions into urban development strategies to create more liveable and resilient cities. The Yndings can contribute to the growing body of literature on culture-led urban regeneration and provide valuableinsights for policymakers and urban planners seeking to promote moreinclusive and equitable urban environments. The Margit Quarter initiative illustrates that eZective 21stcentury urban development is small-scale, environmentally conscious, and deeply rooted in local needs, with active participation from local groups. This approach has the potential to increase trust in local governance, advance participatory democracy, and create more resilient urban districts, ultimately contributing to a moresustainablefuture.
