Abstract

A tanulmány az elmúlt években bekövetkezett változásokat vizsgálja a nyugat-balkáni irreguláris migrációs útvonal tekintetében. Az elemzés kiemelten kezeli a Bosznia-Hercegovina–Horvátország–Szlovénia útvonalat. Ezenfelül bemutatja azokat a többállami együttműködéseket, amelyek nagyban hozzájárultak az útvonal forgalmának csökkenéséhez. Emellett a kutatás részletesen elemzi az egyes országok által tapasztalt migrációs kihívásokat, valamint az azokra adott válaszokat. A tanulmány a szakirodalomra, illetve terepkutatásokra támaszkodva mutatja be az irreguláris migrációra adott lehetséges szakpolitikai válaszokat. | The study examines the changes in recent years in the irregular migration route in the Western Balkans. The analysis focuses on the situation in Bosnia and Herzegovina, Slovenia and Croatia, which is linked to the tightening of border controls and changes in the Western Balkans. As a part of an extended research, after the Bulgarian–Romanian relations, this paper examines the other important section of migratory routes in the region. In addition, it presents the importance of multi-state cooperation that has greatly contributed to the reduction of the flows along the route, and analyses in detail the migration challenges faced by each country and the responses to them. The study draws on literature and field research to present possible policy recommendation. Field researches were conducted both in the Serbian and Hungarian side of the border, and extensive field work in Bosnia and Herzegovina. The paper also illustrates the security challenges of the different affected Western Balkan countries, namely Croatia, Bosnia and Herzegovina and Slovenia. It highlights that in spite of declining numbers, high latency and new methods jeopardize border security in the Western Balkan. Although the Western Balkan route is not as used as in previous years, but is still one of the most important routes for irregular migrants to the European Union. The research reveals that authorities in Bosnia and Herzegovina forced to step up their efforts in the fight against the violent smuggler groups, meanwhile Croatia have to work jointly with Italy and Slovenia against irregular migration. Fortunately, in the last years we could observe increasing collaboration between the aforementioned states and the EU as well.
