Abstract

Korunk volatilis geopolitikai, geoökonómiai viszonyai és az MI-technológia fejlődésének exponenciális gyorsulása igazolni látszik Vernon Vinge 1993-as tételét, amely szerint a technológiai szingularitáshoz közeledve kidobhatóvá válnak a világunkat leíró, jövőnket előrejelző modellek. Az állami, inter- és szupranacionális entitások által meghatározott stratégiai, más megfogalmazással feltörekvő és diszruptív technológiák (EDT) jelentős hatást gyakorolnak már ma is a nemzeti és nemzetbiztonságra, mindennapi életünkre. Jelen publikációban, a releváns szakirodalom elemzésével, az EDT-k egyes geopolitikai, geoökonómiai aspektusait vizsgálom a technológiai szingularitás szűrőjén keresztül, hangsúlyozva, hogy alapvetően korlátozhatja az egyes országok geopolitikai érdekérvényesítő képességét az EDT-portfólió meghatározásánál a precíziós paradoxon figyelmen kívül hagyása, a technológiai szingularitást megalapozó technológiák K+F+I-kompetenciáinak hiánya, valamint a vonatkozó fejlődéstámogató geoökonómiai keretrendszer elégtelenségei. | The volatile geopolitical/economic dynamics of our present and the exponential acceleration of the development of AI technology confirm Vernon Vinge’s 1993 thesis that as we approach technological singularity, the models that describe our world and predict our future become obsolete. Strategic or, in other phrasing, emerging and disruptive technologies (EDTs), defined by state, inter- and supranational entities, are already having a significant impact on national and national security and our daily lives. The geopolitical and geo-economic aspects of EDTs are introduced through the filter of technological singularity in the present paper by analyzing the relevant literature, highlighting that the definition of the EDT portfolios may fundamentally constrain the geopolitical advocacy capacity of individual countries in case of the absence of the consideration of precision paradox; the lack of R&D&I competences of the foundational technologies of the technological singularity, and the inadequacies of the relevant geo-economic development supporting framework.
