Abstract

Az Iszlám Állam szíriai veresége és a kalifátus bukása óta Szíriában tartózkodó európai terrorista harcosok (és családtagjaik) visszatérésének a kérdése továbbra is megoldatlan. A térségben számos külföldi harcos van jelenleg börtönben vagy fogolytáborban, de a létesítmények hosszú távú kezelése és biztosítása kérdéses. Az érintett európai országok vonakodnak az állampolgáraik hazatelepítésétől, egyrészt biztonsági okokból, másrészt a büntetőeljárás alá vonás összetett feladatával kapcsolatos kihívásokra való tekintettel. A jelen tanulmány a radikalizálódási folyamat elméleti keretrendszeréből kiindulva járja körül a „külföldi terrorista harcos” jelenséget, megvizsgálja az Európai Unió leginkább érintett országaiból származó dzsihadista személyek hátterét, a jelenlegi helyzetüket, valamint a deradikalizáció alapjait. | Since the defeat of the Islamic State in Syria and the fall of the caliphate, the issue of the return of European foreign terrorist fighters (and their families) in Syria has remained unresolved. A number of foreign fighters are currently in prison or detention centers in the region, but the long-term management and security of those facilities is in question. The European countries concerned are reluctant to repatriate their nationals, both for security reasons and because of the challenges associated with the complex task of prosecuting them. This paper takes the theoretical framework of the radicalization process as a starting point to explore the phenomenon of foreign terrorist fighters, examining the background of jihadists emigrating from the most affected countries of the European Union, their current situation, and the basis for deradicalization.
