Abstract
This paper explores the influence of István Bibó’s legal and sociopolitical ideas on Kálmán Kulcsár’s work as a legal scholar and Minister of Justice during Hungary’s transition to democracy. The research highlights how Bibó’s theories on legal culture, political structures, and modernization shaped Kulcsár’s approach to legal sociology and governance reforms. The paper also briefly discusses the impact of the populist movement (népi mozgalom) on Hungarian socio-legal thought. By analysing Kulcsár’s writings from the 1980s onward, the study identifies key elements of Bibó’s intellectual legacy in his work, particularly in discussions on administrative structures and democratic legal transformation. The findings suggest that understanding Bibó’s impact on Kulcsár provides deeper insights into Hungary’s democratic transition and legal modernization.
