Abstract
A folyamatos növekedésre törekvő globális gazdasági és társadalmi berendezkedés jelentős mértékben károsítja az élővilágot, amely az emberi jóllét alapját képezi, miközben az ezekbe a folyamatokba ágyazódó urbanizáció egyre komplexebb városi problémákat okoz. A lokális fenntarthatósági átmenetek előmozdításához ezért az ökomodernista zöld növekedés narratíváján túlmutató, rendszerszintű változásokat ösztönző városfejlesztési megközelítésekre van szükség. A hazai gyakorlatban ugyanakkor visszatérő kihívást jelent a felülről irányított klímastratégiák dominanciája, az önkormányzati mozgástér korlátozottsága és az intézményesült részvételi folyamatok hiánya. E keretek között a tanulmány célja, hogy a nemnövekedés és a fánk-közgazdaságtan elméleti alapjaira, valamint a részvételi döntéshozatal gyakorlatára építő innovatív esettanulmány, a Budapest Nemnövekedés-Fánk bemutatásával hozzájáruljon a városfejlesztés radikálisabb, holisztikus fenntarthatósági irányait vizsgáló kutatásokhoz. Az elemzés arra is rámutat, hogy a kutatási tapasztalatok miként segíthetik a poszt-növekedés elméletek, különösen a biofizikai, kulturális és gazdasági-társadalmi dimenziókat integráló nemnövekedés–fánk keretrendszer operacionalizálását a főváros fenntarthatósági átmenetét támogató szakpolitikai javaslatok kidolgozása terén. A Fővárosi Önkormányzat Klíma- és Környezetügyi Főosztályával együttműködésben megvalósult projekt egy három‐ alkalmas műhelysorozatra épült, melynek során a résztvevő szakértők megalkották a 23 indikátort tartalmazó Budapest Nemnövekedés-Fánkot és a 12 kategóriába rendezett szakpolitikai javaslatcsomagot. A folyamat eredményeként elkészült Budapest fenntart‐ hatósági narratívája is, felfedve a résztvevők elképzelését a lokális biztonságos és igazságos térrel, valamint globális felelősségük mértékével kapcsolatban. A folyamat végén a kutatási eredmények az Európai Unió „100 Klímasemleges és Okos Város” elnevezésű projektje keretében beépültek Budapest 2030-as klímasemlegességi akciótervébe. | The growth-oriented global economic and social system is increasingly having a detrimental eUect on the living world, which constitutes the foundation of human well-being. Concurrently, urbanisation, embedded in these dynamics, is generating mounting and complex urban challenges. It is thereforeimperativethat urban development approaches advance beyond ecomodernist green growth narratives in order to promote systemic change and facilitate local sustainability transitions. In the Hungarian context, these endeavours are further constrained by a number of factors. Firstly, there is a lack of alignment between top-down climate strategies and local speciTcities. Secondly, municipal authorities havelimited room for manoeuvre. Thirdly, there is a weak institutionalisation of participatory governance. Within this framework, the aim of the present study is to contribute to research examining more radical, holistic approaches to urban development by presenting Budapest Degrowth Doughnut, an innovativecasestudy based on the theoretical foundations of degrowth and doughnut economics, as well as the practice of participatory decision-making. The present study contributes to research on more holistic and transformative pathways of urban sustainability by examining this case. The analysis also demonstrates how research Tndings can facilitatethe operationalisation of post-growth theories, particularly the degrowth doughnut framework, which integrates biophysical, cultural, and socio-economic dimensions. This operationalisation is crucial for the development of policy recommendations that support thecapital's sustainability transition. Theresearch was implemented in collaboration with the Climate and Environmental Department of the Municipality of Budapest, and was structured around a three-session workshop series. The participating experts co-created the Budapest Degrowth Doughnut framework, which includes 23 indicators, and developed a package of policy proposals organised into 12 thematic categories. In addition to deTning indicators and recommendations, the process produced a sustainability narrativefor thecapital that articulates a locally grounded interpretation of a safe and just space and clariTes the city's perceived scope of global responsibility. The outcomes were subsequently integrated into Budapest's 2030 climate neutrality action plan within the EU's 100 Climate-Neutral and Smart Cities initiative.
