Abstract

| Over the past year, a discourse has been initiated in Hungary regarding the renewal of the National Youth Strategy for 2009–2024 (no longer in force since 2025), as well as the extent to which the values of constitutional self-identity (constitutional identity) should be emphasized within it. The protection of constitutional self-identity and, in this context, the protection of Christian culture, constitutes an obligation of all bodies of government under the Fundamental Law of Hungary. If this constitutional provision is to be given actual substance, it is necessary to identify the values of constitutional identity with regard to their relevance to youth policy. The Youth Strategy also affects areas such as education and public schooling, and is therefore capable, in the long term, of shaping young people’s thinking, their civic engagement, and their understanding of constitutional and civic values. This paper does not examine the Hungarian context, but rather undertakes a comparative analysis focusing on the United States and, in this regard, concentrates on the content of various existing programs in order to explore whether they can be associated with the values reflected in the Hungarian Constitutional Court’s interpretation of constitutional identity, and whether they should be taken into account in the process of future reforms.
