Abstract

Az Európai Unió külső határainak hatékony ellenőrzése és belső biztonságának fenntartása a közösség tagjainak összehangolt fellépésével, vagyis egységes határigazgatási politika alkalmazásával biztosítható. Jelen tanulmány az Európai Integrált Határigazgatás (EIBM) rendszerének, egyes elemei hálózatának és egymásra ható ok-okozati összefüggéseinek az ellenőrzéseket végző rendőri állomány (végrehajtó állomány) számára releváns szempontjait mutatja be. A tanulmány a narratív szakirodalmi áttekintés módszertanával készült. Az összefoglaló tanulmány kitér a schengeni értékelési mechanizmust érintően bekövetkezett változásokra, bemutatja a nemzeti minőségellenőrzési rendszer elméleti megalapozását, magyarországi megvalósítását és annak nemzetközi jelentőségét. A külső határokon és a tagállamok területén ellenőrzéseket végző rendőri állomány nem csupán végrehajtója, hanem meghatározó szereplője az integrált határigazgatási rendszerének. A tanulmány hozzájárulhat a rendőrök ismereteinek fejlesztéséhez, a megfelelő szakmai döntések meghozatalához, az intézkedések szakszerű végrehajtásához, s mindezeken keresztül a schengeni térség biztonságának növeléséhez. | Effective control of the European Union’s external borders and the maintenance of internal security can be ensured through coordinated action by the Member States, that is, through the implementation of a unified border management policy. This study presents those aspects of the European Integrated Border Management (EIBM) system, the network of its constituent elements, and their interrelated causal relationships that are relevant to police personnel responsible for carrying out checks (operational personnel). The study was conducted using the methodology of a narrative literature review. The review addresses the changes that have taken place in relation to the Schengen evaluation mechanism and presents the theoretical foundations of the national quality control system, its implementation in Hungary, and its international significance. Police personnel carrying out checks at the external borders and within the territory of the Member States are not merely implementers of the integrated border management system but also key actors within it. The study may contribute to enhancing police officers’ knowledge, supporting the adoption of appropriate professional decisions, and ensuring the professional execution of measures, thereby contributing to strengthening the security of the Schengen Area.
